Preparations underway to reopen schools in Ceredigion
Schools in Ceredigion will start to make arrangements to reopen before the end of the summer term to ‘Check in and Catch Up’. This comes following an announcement by the Welsh Government’s Education Minister, Kirsty Williams, to enable schools to reopen on 29 June 2020. The schools will be open to all year groups, but with smaller numbers in each classroom and staggered break and finish times. Children will be offered sessions of face to face time with their teachers during this period. To allow schools time to plan, the Childcare Hub provision will cease on Friday 19 June 2020. The Council, through the schools, has sent a questionnaire to all parents/carers to complete, and this will be vital as we plan for re-opening schools. It will be up to parents/carers to choose whether to send their children back to school for this four week period. Schools will continue to support all pupils through distance learning activities. Welsh Government has also announced that the summer term will be extended until 27 July 2020, with a two week break for pupils and staff during the autumn half term. Ceredigion County Council supports this announcement and are putting plans in place to ensure the highest standards of safety are in place to all involved. With the support of Council Officers, all individual schools are now working on their respective school re-opening plans and risk assessments. All schools in the county were closed on 20 March 2020. The Council is grateful to everyone who has been working tirelessly in the care centres ever since to provide childcare for the children of emergency and care service workers during the coronavirus pandemic. |

Bydd ysgolion yng Ngheredigion yn dechrau gwneud trefniadau i ailagor cyn diwedd tymor yr haf i ‘Ddod i’r Ysgol a Dal ati i Ddysgu’. Daw hyn yn dilyn cyhoeddiad gan Weinidog Addysg Llywodraeth Cymru, Kirsty Williams, i alluogi ysgolion i ailagor ar 29 Mehefin 2020. Bydd yr ysgolion ar agor i bob grŵp blwyddyn, ond gyda niferoedd llai ymhob ystafell ddosbarth ac amserau egwyl a gorffen wedi’u gwasgaru. Er mwyn rhoi amser i ysgolion i gynllunio, bydd y ddarpariaeth Hwb Gofal Plant yn dod i ben ddydd Gwener 19 Mehefin 2020. Mae’r Cyngor, trwy gyfrwng yr ysgolion, wedi anfon holiadur at bob rhiant/gofalwr i’w lenwi, a fydd yn hanfodol wrth i ni gynllunio i ailagor ysgolion. Mater i rieni/gofalwyr fydd penderfynu a ddylid anfon eu plant yn ôl i’r ysgol am y cyfnod hwn o bedair wythnos ai peidio. Bydd ysgolion yn parhau i gefnogi’r pob disgybl trwy gyfrwng gweithgareddau dysgu o bell. Mae Llywodraeth Cymru hefyd wedi cyhoeddi y bydd tymor yr haf yn cael ei ymestyn hyd nes 27 Gorffennaf 2020, gyda phythefnos o wyliau i ddisgyblion a staff yn ystod hanner tymor yr hydref. Residents are urged only to visit the sites if this is essential - if the waste items can’t be stored safely at home or if it they can’t be collected as part of the usual domestic waste collections. - Apply for Council Tax reduction here.
- Alternative payment arrangements to the standard 10 monthly council tax payments can be considered. This could be reducing your monthly payment by spreading your instalments over 12 months instead of 10 months (April 2020 to March 2021).
- You can ask for a ‘Council Tax payment holiday’ for April and May 2020. Your annual bill for 2020/21 will be the same, but your instalments will start again from June and run until March 2021.
Any decisions on temporary changes to the collection of Council Tax would need to be made by Governments. If the Government announces any further measures we will update our website accordingly.

Our Neighbourhood Policing Team is operating as ‘normal’ at present. This however could change as we review the risks on a daily basis. I have briefed the team to continue our high visibility patrols in order to reassure our communities and advised we need to be creative in our engagement moving forward. I have seen several Facebook pages being created and communities coming together to help. If there is anything that the team or I can do, please get in touch. Nationally we are aware of people jumping on the COVID 19 scamming, please advise your communities to report any suspicious behaviour to 101.

Keeping in Touch service supporting the vulnerable in the community / Gwasanaeth cadw mewn cysylltiad yn cynnig cymorth i unigolion bregus yn y gymuned
During this challenging period, Porth Cymorth Cynnar has established a virtual platform to ensure that we are able to keep in touch with vulnerable residents across Ceredigion. Due to the restrictions introduced to safeguard our communities against COVID-19, many residents will not be able to access their usual provision or support such as parent groups or GP Referral Exercise Classes. Instead, we are ensuring that all residents whom are known to our services, and others, are kept in touch with, through regular welfare calls, should they wish.
Around 2,000 residents from young people to families to carers, who may require or benefit from regular contact whilst their service is not operating in its usual form will receive communication from our staff.
To date, almost 2,000 welfare calls have been made, and have been well received by people across Ceredigion. Residents have said that it is great that someone is keeping in touch with them, to give them an opportunity to have a weekly phone call and someone to talk to.
Mr Davies* (name changed for anonymity) is used to attending weekly GP Referral Classes as part of his recovery at the local leisure centre. Mr Davies’ NERS Exercise Referral Instructor has been keeping in touch with him during this difficult period. This resident has not only benefitted from a chat with his instructor, but also has the opportunity to follow virtual exercise videos to be able to keep up his exercises from the comfort of his own home.
During Mr Davies’ weekly phone call, he shared information with our instructor that he was extremely concerned about his friend and neighbour, who is registered deaf and blind. Mr Davies’ friend was relying on his friend to support him daily, but this was no longer possible due to their self-isolation. Although this resident isn’t a NERS participant, our instructor contacted Porth Gofal to seek support for the individual from the Local Authority’s Rehabilitation Officer for the Visually Impaired, who has since organised additional support for this individual.

Keeping your distance in shops is now a legal requirement in Wales / Cadw pellter mewn siopau yn ol y gyfraith
Simple but important new emergency Coronavirus laws came into force last week across Wales regarding businesses.
In addition to the requirements that apply across both England and Wales, Welsh businesses that are permitted to remain open to the public are also now required to ‘take all reasonable measures to ensure that a distance of two metres is maintained between any persons on the business premises.’ The businesses must also ensure that persons are only admitted to their premises in sufficiently small numbers to ensure that the required distance is maintained, and to also take all reasonable measures to ensure that those waiting outside also keep two metres apart.
The new laws have been made by the Welsh Ministers in response to the incidence and spread of coronavirus in Wales. The need for the new requirements must be reviewed every 21 days and will only apply for the emergency period.
Owners, proprietor and managers of business that do not take the measures required may be subject to prosecution and unlimited fines. Breaches may also be dealt with by means of fixed penalty notice and those individuals even subject to arrest if necessary. It is expected that businesses will take voluntary action to ensure that they meet the new requirements.
These are tough but important measures being required of our businesses in response to the serious threat posed by coronavirus. The community response has been positive and overwhelming.
The new laws are part of a new yet temporary way of life necessary to protect those in our society who are most vulnerable to the effects of coronavirus. Ceredigion County Council will do all that we reasonably can to help businesses in complying with these requirements.

Daeth cyfreithiau brys ynglŷn â’r coronafeirws i rym yng Nghymru wythnos ddiwethaf – cyfreithiau syml ond pwysig i siopau.
Yn ogystal â’r gofynion sydd mewn grym ledled Cymru a Lloegr, bellach mae’n rhaid i’r busnesau yng Nghymru sydd â’r hawl i aros ar agor hefyd “gymryd pob mesur rhesymol i sicrhau y cynhelir pellter o 2 fetr rhwng unrhyw bersonau ym mangre’r busnes.” Hefyd mae’n rhaid i fusnesau sicrhau bod niferoedd y bobl sy’n cael mynediad i safle’r busnes yn ddigon bach i gynnal y pellter angenrheidiol hwnnw, a chymryd pob mesur rhesymol i sicrhau bod y sawl sy’n aros y tu allan hefyd yn cynnal y pellter o ddau fetr rhyngddynt ac eraill.
Gwnaed y cyfreithiau newydd hyn gan Weinidogion Cymru mewn ymateb i’r coronafeirws a’r ffaith fod yr haint yn lledaenu yng Nghymru. Rhaid adolygu’r angen am y gofynion newydd hyn bob 21 diwrnod a byddant ond mewn grym tra bydd y cyfnod argyfwng hwn yn para.
Os na fydd busnesau yn cymryd y mesurau sy’n ofynnol, mae’n bosib y bydd eu perchnogion a’u rheolwyr yn cael eu herlyn ac yn derbyn dirwyon diderfyn. Hefyd mae modd ymdrin ag achosion o fynd yn groes i’r gyfraith drwy roi hysbysiad cosb benodedig a hyd yn oed arestio’r sawl sy’n torri’r gyfraith os oes angen. Disgwylir y bydd busnesau’n cymryd camau gwirfoddol i sicrhau eu bod yn bodloni’r gofynion newydd.
Mae’r rhain yn fesurau caled ond pwysig y mynnir bod busnesau yn eu dilyn mewn ymateb i fygythiad difrifol y coronafeirws. Mae ymateb y gymuned wedi bod yn gadarnhaol ac yn ysgubol.
Mae’r cyfreithiau newydd yn rhan o ffordd newydd, dros dro, o fyw sy’n angenrheidiol i ddiogelu’r rheiny yn ein cymdeithas sydd fwyaf agored i effeithiau’r coronafeirws. Bydd Cyngor Sir Ceredigion yn gwneud popeth y gallwn yn rhesymol i helpu busnesau i gydymffurfio â’r gofynion hyn.
Simple but important new emergency Coronavirus laws came into force last week across Wales regarding businesses.
In addition to the requirements that apply across both England and Wales, Welsh businesses that are permitted to remain open to the public are also now required to ‘take all reasonable measures to ensure that a distance of two metres is maintained between any persons on the business premises.’ The businesses must also ensure that persons are only admitted to their premises in sufficiently small numbers to ensure that the required distance is maintained, and to also take all reasonable measures to ensure that those waiting outside also keep two metres apart.
The new laws have been made by the Welsh Ministers in response to the incidence and spread of coronavirus in Wales. The need for the new requirements must be reviewed every 21 days and will only apply for the emergency period.
Owners, proprietor and managers of business that do not take the measures required may be subject to prosecution and unlimited fines. Breaches may also be dealt with by means of fixed penalty notice and those individuals even subject to arrest if necessary. It is expected that businesses will take voluntary action to ensure that they meet the new requirements.
These are tough but important measures being required of our businesses in response to the serious threat posed by coronavirus. The community response has been positive and overwhelming.
The new laws are part of a new yet temporary way of life necessary to protect those in our society who are most vulnerable to the effects of coronavirus. Ceredigion County Council will do all that we reasonably can to help businesses in complying with these requirements.

Free school meals / Prydiau ysgol am ddim
Those in receipt of Free School Meals are receiving support during the Coronavirus crisis.
Families who were receiving free school meals should all now be receiving vouchers, if you believe you should be receiving these vouchers firstly check your email inbox and spam, if there is no email and you haven't received anything in the post please ring CLIC Ceredigion on 01545 570 881.
From now on(02.04.2020), there will be two options available for receiving Free School Meals, either a Tesco supermarket voucher or a financial payment made directly into the bank.
Both options have the same financial value, which is £39 per child per fortnight.
A payment will also be made over Easter. Families with children in receipt of Free School Meals would not usually receive support over the Easter holidays, but we feel that as a Council we need to make every effort to help as much as we can in such uncertain circumstances.
Families do not need to contact the Council. All eligible families will receive an e-mail which will include details and instructions.

Porth Cymorth Cynnar yn cadw mewn cysylltiad â thrigolion
09 Ebrill 2020 Yn ystod y cyfnod heriol hwn, mae Porth Cymorth Cynnar wedi sefydlu llwyfan rhithwir er mwyn sicrhau ein bod ni’n gallu cadw mewn cysylltiad gyda thrigolion bregus ar draws Ceredigion. Oherwydd y cyfyngiadau a gyflwynwyd i ddiogelu ein cymunedau yn erbyn COVID-19, ni fydd nifer o drigolion yn gallu cael mynediad at y cymorth neu’r ddarpariaeth y maent yn ei dderbyn fel arfer, megis grwpiau rhieni neu ddosbarthiadau atgyfeirio cleifion i wneud ymarfer corff. Yn hytrach, rydym yn sicrhau y cedwir mewn cysylltiad â’r holl drigolion sy’n hysbys i’n gwasanaethau drwy alwadau lles rheolaidd, pe baent yn dymuno derbyn hynny. Bydd ein staff yn cyfathrebu gydag oddeutu 2000 o drigolion, gan amrywio o bobl ifanc i deuluoedd i ofalwyr a all fod angen cyswllt rheolaidd arnynt neu a fyddai’n elwa o hynny tra nad yw eu gwasanaeth yn gweithredu fel yr arfer. Hyd yn hyn, mae bron i 2,000 o alwadau lles wedi cael eu gwneud, ac mae’r rhain wedi cael derbyniad da ar draws Ceredigion. Mae trigolion wedi dweud ei bod yn wych bod rhywun yn cadw mewn cysylltiad â nhw, er mwyn rhoi cyfle iddynt gael galwad ffôn wythnosol a rhywun i siarad â nhw. Mae Mrs Edwards (enw wedi’i newid) wedi derbyn ei galwad cyntaf gan aelod o dîm Porth Cymorth Cynnar. Ar hyn o bryd, mae Mrs Edwards yn derbyn cymorth deirgwaith y dydd gan aelod o’r teulu sy’n gofalu amdani. Yr wythnos hon, dywedodd Mrs Edwards wrth ein tîm ei bod hi’n poeni y byddai’r gofal hwn yn dod i ben o ystyried yr amgylchiadau’n ymwneud â COVID-19. Rhoddodd aelod o’n staff ei rhif ffôn symudol i Mrs Edwards er mwyn iddi allu cadw mewn cysylltiad i drafod ei phryderon, a rhoddwyd rhif 24/7 y Tîm Dyletswyddau Brys i Mrs Edwards fel mesur ychwanegol. Bydd cyswllt dyddiol yn cael ei wneud gyda Mrs Edwards er mwyn cadw golwg ar ei hiechyd a’i lles. Porth Cymorth Cynnar keeping in touch with residents
09 April 2020 During this challenging period, Porth Cymorth Cynnar has established a virtual platform to ensure that we are able to keep in touch with vulnerable residents across Ceredigion. Due to the restrictions introduced to safeguard our communities against Coronavirus, many residents will not be able to access their usual provision or support such as parent groups or GP Referral Exercise Classes. Instead, we are ensuring that all residents whom are known to our services, and others, are kept in touch with, through regular welfare calls, should they wish. Around 2,000 residents from young people to families to carers, who may require or benefit from regular contact whilst their service is not operating in its usual form, will receive communication from our staff. To date, almost 2,000 welfare calls have been made, and have been well received by people across Ceredigion. Residents have said that it is great that someone is keeping in touch with them, to give them an opportunity to have a weekly phone call and someone to talk to. Mrs Edwards (name changed for anonymity) has received her first Keeping in Touch call from a member of the Porth Cymorth Cynnar team. Mrs Edwards currently receives support three times a day from a family carer. This week, Mrs Edwards has expressed to our team that she is worried that this care may stop considering the COVID-19 circumstance. Our member of staff provided Mrs Edwards with her mobile number to keep in touch to discuss her worries, and the Emergency Duty Team’s 24/7 number was provided as an additional measure for Mrs Edwards. Daily contact will be made with Mrs Edwards to ensure her health and wellbeing. Mrs Edwards said she appreciated a welfare call and expressed it was a relief to speak to someone. 16 Ebrill 2020 Mae canllawiau a chymorth newydd yn cael eu cyhoeddi yng ngoleuni newidiadau diweddar i’r cyfyngiadau a’r gorchmynion i gau darpariaethau llety gwyliau, gan fanylu ar rai eithriadau penodol. Mae’r cyfyngiadau sydd wedi dod i rym yn sgil y coronafeirws wedi ei gwneud yn ofynnol i fusnesau sy'n darparu safleoedd a llety gwyliau yng Ngheredigion gau eu safleoedd, neu roi'r gorau i ddarparu eu gwasanaethau yn ystod yr argyfwng hwn, a hynny’n amodol ar rai eithriadau. Mae'r mathau hyn o lety gwyliau yn cynnwys safleoedd gwersylla, gwestai, llety gwely a brecwast, fflatiau gwyliau, hosteli a thai preswyl. New guidance and support for Ceredigion-based holiday accommodation providers
16 April 2020 New guidance and support is published in light of recent changes to the restrictions and closure of holiday accommodation provisions, detailing some specific exceptions. Coronavirus restrictions have required businesses operating holiday sites and accommodation in Ceredigion to close their premises, or cease providing the service during the emergency period, subject to certain exceptions. These types of holiday accommodation include camping sites, hotels, bed and breakfast, holiday apartments, hostels and boarding houses. An exception to the requirement to close exists where persons already staying in the accommodation at the time when the requirements came into force were unable to return to their main residence, or were using the accommodation as their main residence. Businesses should be satisfied that the exceptions are appropriately applied and, if in doubt, seek advice from Ceredigion County Council’s Public Protection Team. This particular exemption does not apply to holiday and camping sites. Since 24 March 2020, persons responsible for holiday and camping sites have been required to use their best endeavours to require any person staying on their site to vacate. Best endeavours would include taking positive steps to ask people to vacate the premises. If the business is not satisfied that there is a credible, compelling and evidenced reason for people remaining on the site, then they should ask them to leave, or contact the Public Protection Team in Ceredigion County Council for advice. Ceredigion County Council may request that businesses provide accommodation for key workers and for other specified purposes. If a business is asked to provide accommodation beyond the exceptions above, then it must ensure that it receives an exemption certificate from Ceredigion County Council detailing the purpose for, and extent to, which it may remain open. Businesses may apply for an exemption certificate by sending an email request to the Public Protection team on [email protected] or through the Clic Ceredigion Customer Contact Centre on 01545 570881. Any businesses that are currently accommodating key workers and have not yet been requested by the Authority to remain open for that purpose are urged to contact the Public Protection Team for further advice immediately. For clarity, unless businesses in Ceredigion have been specifically requested by Welsh Ministers or by the Ceredigion Local Authority to stay open, they must remain CLOSED. Persons responsible for carrying on businesses (including owners, proprietors and managers) will be subject to enforcement action if they fail to comply with the restrictions. The options available include prosecution, which can result in unlimited fines on conviction. The closure requirements only apply to businesses offering holiday accommodation and do not affect privately occupied homes and accommodation.
